• National Engineering Laboratory for Digital TV (Beijing) (hereinafter referred to as DTVNEL) was established in December 2009 upon approved by the National Development and Reform Commission. Since its inception, DTVNEL rapidly integrates industrial resources, forming a complete industrial chain from the digital TV system’s front end to terminal, from display to testing, and from system research and development to operation, with a well-arranged and well-equipped  R & D team; it has established four research and development platforms and an international open laboratory, focusing on development and industrialization of cutting-edge digital TV technology, leading the popularization and application of DTMB national standard and technical personnetraining; and adhere to unique advantages of the international standard DTMB to construct an industrial standard system coexisting with system evolution of DTMB → E-DTMB → DTMB-A. Currently, DTMB system has become an international standard meeting the requirements of most of subscribers, with advanced technology, complete ownership, leading performance, and wide deployment; E-DTMB system is fully compatible with DTMB standard, and supports for embedded multi-service transmission; DTMB-A system meets or exceeds the DVB-T2 system in terms of main performance indexes such as spectrum efficiency, receiving threshold, single-frequency network, anti-multipath interference and high-speed mobile reception. The national standard overseas promotionand application have achieved strategic breakthroughs. Following Cuba, Laos, Cambodia, and Djibouti, more than 20 Asian and African countries are evaluating or have signed commercial documents on  DTMB adoption.
    DTVNEL will strive to build into a common platform of independent innovation and technological progress for Chinese digital elevision industry as well as the service platform and integrated core of Digital TV Industry Alliance of China; make every effort to achieve substantive breakthrough in overseas promotion and application of Chinese digital TV standard, becoming the source of promoting the export of Chinese complete digital television technologies, standards, products and services.
    DTVNEL will continue to lead the industry, pursue excellence, work hard and create greater glories.
  • In order to build DTVNEL, National Engineering Lab. For DTV (Beijing). is incorporated on June 23, 2010, approved by National Development and Reform Commission, and the opening ceremony was held at the company’s premises on November 25. More than 80 people attended the ceremony, including the guests from 26 units such as National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Science and Technology, the National Standards Commission, Chinese Academy of Engineering, the Beijing Municipal Development and Reform Commission and other relevant commissions, employees of DTVNEL and representatives of cooperators and reporters from 12 media.
  • The representatives from 12 cooperators such as Tsinghua University attended the unveiling ceremony. DTVNEL leads more than 50 units and members including famous universities, research institutes and large and medium-sized enterprises for standards formulation, system development, and equipment manufacturing, to reconstruct Zhongguancun Digital TV Industry Alliance (hereinafter referred to as the Alliance), forming a complete industrial chain from digital TV front end system to the terminal, test equipment, and system operation.
  • On February 24, 2012, the first membership meeting after the reorganization of the Alliance was held. Since its inception on June 7, 2007, the Alliance played an important role in the digital TV industrialization, and comparison test between the national standard and overseas standards, etc.. The Alliance was reorganized by the conference based on the regulations of the Administrative Licensing from the Social groups. On March 16, 2012, the Alliance became a corporate entity.
  • Focusing on the strategic objectives of "promoting the innovation and development of the national digital TV standard to continuously occupy the high ground of international technologies; improving the product competitiveness of digital television industry to develop both domestic and  international market", DTVNEL engages in development, strategic evaluation, planning consultation, and intellectual property management of the common technology and DTMBevolution system,  undertakes the science and technology projects issued by the country or commissioned by enterprises and carries out a variety of business operations.
  • DTVNEL expert committee, consisting of nine experts and well-known academicians, is responsible for the strategic consulting such as development goals, tasks and research directions. DTVNEL Technical Committee, consisting of 12 experts and technology leaders, is responsible for the research and development guidance of the construction of four platforms.
  • DTVNEL team is responsible for organization, coordination and participation in research and development of DTMB evolving technology and its industrialization, and undertakes the construction and management of research and development platforms digital TV front-end and transmitting, transmission and networking, chip and receiving, display and testing and an international open laboratory as well as overseas promotion of DTMB national standard.
  • On March 17 to 18, 2013, the Alliance convened the inaugural meeting of the application group, and 40 operators from related provinces and cities were formally absorbed to participate in the network operation, program production and other works for overseas promotion of national standard. This will further improve the industrial chain, forming a pattern of market - driven technological innovation and service innovation, and enhance resource sharing among members and the industry- academia- research-application cooperation.
  • On November 30, 2011, Pan Changyong, director of DTVNEL International Open Laboratory and professor of Tsinghua University, accepted the award from municipal leaders on behalf of DTVNEL, making it one of 25 new listed open laboratories. Since "Zhongguancun Open Lab" is awarded, DTVNEL has managed and organized the technological research and development of many related projects and received the financial support from relevant departments.
  • The construction of DTVNEL has always received the full support from competent authorities as well as all parties concerned. DTMB quickly became the international standard D system, highlighting its advancement and internationally competitiveness, reflecting the wisdom and efficiency of expert group based on DTVNEL members for promoting international standard of Chinese digital television. It is a successful example for unity and coordinating and working together of eight members in the national Digital TV leading group.
  • On March 15, 2012, Cai Fuchao, vice Minister of the Propaganda Department of the Central Committee of the CPC, and director of the State Administration of Radio, Press and Publication, said when visiting DTVNEL that SARFT will vigorously support overseas promotion of DTMB national standard, and actively support the extension of the radio and television in border provinces in the manner of combining standard, products and contents; Radio Science Research Institute, Planning Institute and other units shall actively participate in and support the technical evolution of DTMB standard to ensure overseas promotion of Chinese standard and to make greater achievements.
  • On April 17, 2012, a group of 12 people led by Qi Chengyuan, director of high-tech division under National Development and Reform Commission, and Gao Yuanyuan, deputy director of Aid to Foreign Countries Division under Ministry of Commerce, visited DTVNEL and co-worked. Director Qi encouraged the lab to practice internal skills, to perfect the DTMB-A evolving standards as soon as possible, and told that foreigners would be more confident about national standard only if DTMB-A is developed out; next plan shall be implementable and achievable and the lab shall have a good internal coordination mechanism.
  • The International Telecommunication Union (ITU) is an UN agency in charge of global information and communication technology issues. On January 14, 2011, Tsinghua University was officially accepted by the ITU as one of the first academic members. DTMB became ITU international standard at the end of 2011. In April 2012, Professor Song Jian, deputy director of the Department of Electronic Engineering, Tsinghua University, and director of DTVNEL generic technology research platform was elected as Vice-Chairman of ITU6A Study Group.
  • Compared with DVB-T system, DTMB has stronger system performance, greater information capacity, higher mobile indexes, and wider broadcasting coverage. DTMB system not only has inherent advantages in terms of the system design and technical performance; and its receiver and network devices are much cheaper than the cost of similar DVB-T devices, with strong international competitiveness.
  • DTMB standard is characterized by advanced technology, complete ownership, leading performance, and wide deployment, showing an industrial standard system coexisting with serialized system evolution of DTMB → E-DTMB → DTMB-A. Of which, DTMB is used for public television broadcast networks; E-DTMB will play a greater role in mobile reception and data broadcasting; DTMB-A is applicable to higher quality of multi-service integrated services; there is no replacement relationship among the three, and it will present a pattern of concurrent development.
  • From 7 to 22 September 2012, DTVNEL conducted tests on fixed points and mobile reception of E-DTMB and DTMB-A systems and their reception test in unique tidal environment together with RTHK, TVB, and ATV in Hong Kong. The results showed that both E-DTMB and DTMB-A systems have good compatibility with DTMB system; the receiving threshold and anti-interference ability of both are better than DTMB, and DTMB-A system significantly increases the transmission capacity, and its efficient mode allows for reliable reception in a complex environment.
  • DTMB-A evolving system comprehensively supports Ultra HD, HD, SD, mobile TV, Internet data, two-way interactive broadcasting and other services.
  • Compared to DVB-T2 system, DTMB-A is equal to or exceeds DVB-T2 system in terms of many indexes such as spectral efficiency, receiving threshold, single-frequency network, anti-multipath interference and high-speed mobile reception, and DTMB-A system has more advantages and better price/performance ratio in terms of the technological innovation, key indexes, and implementation complexity, etc.
  • Currently, DTVNEL has successfully developed E-DTMB system and two international standards have been approved. It applied 38 national patents, published 46 relevant papers, and trained more than 100 key members from developing countries, and received 32 visits of national delegations with the intention to adopting DTMB. With the advancing of national standard development and overseas promotion, DTVNEL will create new glories in the process of strategy implementation.
  • International standards are fiercely competitive due to the exclusivity of standard output with complete technologies and products. However, the overseas promotion of DTMB international standard is now getting better through the joint efforts of all parties. Back in November 2011, China government signed a cooperation agreement with Cuban government. The photo shows the opening ceremony for the construction of the DTMB demonstration zone in Cuba for which Zhang Xiaoqiang, deputy director of National Development and Reform Commission, et al, attended.
  • In February 2012, the Chinese government and the government of Laos signed a bilateral cooperation agreement. Lao government officially announced to adopt DTMB standard on the basis of early mass commercial application, opening up a new era of official overseas application of DTMB system.
  • On February 9, 2012, Professor Yang Zhixing, director of DTVNEL, et al, received the delegation of the Cambodian Ministry of National Defense. Currently, DTVNEL has already received delegations from Pakistan, Equatorial Guinea, Ethiopia, Ghana, Thailand, Cambodia, Sri Lanka, Cameroon, Cote d'Ivoire, Botswana, Burundi, Myanmar, Mongolia, India, Congo (DRC), and Madagascar, and the delegation of some countries had visited twice in succession.
  • On April 18, 2013, the Madagascar Government delegation visited DTVNEL. In recent years, the overseas promotion of Chinese national standard seemed unstoppable. In more than 30 countries in Asia and Africa regions that are about to adopt DTMB, some have signed commercial documents, and some are making further evaluation.
  • On September 21, 2012, DTVNEL jointly organized a seminar on DTMB evolution technologies and systems in Hong Kong together with RTHK, TVB, and ATV. A total of 90 persons attended, including representatives from Communications Authority of Hong Kong, the Asia-Pacific Association of Film and Television Engineers, RTHK, TVB and ATV and media reporters.
  • On 27 and 28 September 2012, " The Second ATU/ITU Digital Migration and Spectrum Policy Summit " held in Ghana. About 300 people attended, including ministers from communication departments, senior officials, experts from nearly 50 countries in Africa, and the leaders from multinational companies of the U.S., British, and French. A wonderful speech made by Song Jian, director of DTVNEL generic technology platform and professor of Tsinghua University, won a warm praise and positive response from the delegates.
  • DTVNEL is grated the Excellent Product Award and Best Presentation Award at the 14th China International Hi-Tech Fair held from 16 to 21 November 2012. In the first day of the Fair, Zhang Xiaoqiang, deputy director of the National Development and Reform Commission, Xu Qin, the Mayor of Shenzhen, Wang Yingjian, deputy director of Beijing Municipal Development and Reform Commission and other leaders visited DTVNEL’s booth and asked about the progress of the DTMB evolution system.
  • At "CCBN2013 Seventh China Digital TV Summit & Policy Publicizing" hosted by the Alliance on March 19, 2013, Professor Yang Zhixing, president of the Alliance and director of DTVNEL, made a keynote speech on "DTMB national standard evolving system". There were many representatives from all aspects of the industry to attend the meeting, including the leaders at division and bureau level, senior experts from the National Development and Reform Commission, Ministry of Industry and Information Technology, SARFT and other ministries, the delegates from local radio and television system and their operators, and industry chain-related enterprises.
  • DTVNEL jointly organized the "China - Cuba First International Digital TV Forum in Havana " from 19 to 21 March 2013. About 100 people attended the forum's activities, including the representatives and the guests from China, Cuba, and many other countries in Latin America.   • During the forum, the Chinese government delegation of digital television and the business delegation also participated in the ceremony for the completion of Havana demonstration zone and opening ceremony of China-Cuba Joint Laboratory and donation ceremony of DTVNEL equipments. In recent years, many advantages of DTMB and its evolution system has been firmly established and renowned at home and abroad; it can be expected that  DTMB series standards will receive promotion application and rapid development in Asia, Africa, Latin America.
