In February 2009, National Standard Committee, Ministry of industry and information, General Administration of radio and Chinese Academy of Engineering led the delegation of government to visit Cuba, Venezuela and Peru for the purpose of investigating the competitive situation between Chinese standard and international standard in south America. Besides they discussed about the cooperation chances of digital television industry.

In April 2009, eight departments including: Development and Reform Commission, project and information department, ministry of technology, general administration of broadcasting, standard committee, commerce department, ministry of foreign affairs, Chinese academy of Engineering set up a working group to extend the digital television standard overseas. The working group also had the function of integrating the resource of different parties and promoting the application of terrestrial digital television abroad.
