Platform construction

◆Construction of four technical research platform
1. Digital television system transmission technology research platform
○ Complete international general digital terrestrial television transmission standard, and follow up the overall design of upgraded international up-to-date standard system, system simulation and equipment R&D platform construction. The construction contents include:
1) Study on DTMB standard extension
2) Research on the technology of next generation digital TV standard
○ Complete the overall design of single, multi frequency network equipment and terrestrial,cable broadcasting and mobile communication network equipment as well as software system, system simulation and equipment R&D platform. The construction contents include:
1) Single frequency network equipment and system R & D
2) Support system for bidirectional interactive operations of digital terrestrial TV
2. Front-end technology research platform for digital television system
○ Complete the overall design of transmitting front-end equipment such as the international general exciter, high linearity, high-efficiency transmitter, multi-interface intelligent stream multiplexer,system simulation and equipment R&D platform construction. The construction contents include:
1) Develop the international general exciter supporting a variety of digital television transmission standards
2) Develop highly efficient digital TV transmitter
3) Develop adaptive nonlinear correction technology
4) Develop other front-end equipment such as the multi-interface intelligent stream multiplexer
○ Complete the development of the second generation digital television’s two-way conditional receiving system, value-added service platform, operation support service and the integration of many terminal manufacturers. The construction contents include:
1) Development and industrialization of the second generation digital television two-way receiving system
2) Research and develop digital TV’s value-added service platform
3. Research platform for terminal technology of digital television system
○ Complete the overall design of integrative machine, set-top boxes and their software system, system simulation and equipment R&D platform construction. The construction contents include:
1) Overall design of integrative machine, set-top boxes as well as software system, system simulation and equipment R&D platform
2) Overall design of mobile / handheld television receiving equipment as well as software system, system simulation and equipment R&D platform
3) Overall design of receiving equipment and software system supporting data broadcast and value-added service, system simulation and equipment R&D platform
4) Overall design of receiving device and software system integrating IOT technology, and system simulation and equipment R&D platform
○ Complete the overall design of chips such as DTMB channel decoding, multi standard source decoding and video driving interface, system simulation and equipment R&D platform construction. The construction contents are: through constructing the integrated circuit algorithm and architecture design of 65nm technology as well as circuit design (RTL) , placement and routing design, circuit simulation platform and the corresponding complete machine R & D test equipment, completing the digital TV R&D platform construction and realizing industrialization of related products .
4. Research platform for digital TV system test technology
There are two main construction contents. The first is to provide the system test and testing technology in the process of digital television national standard promotion at home and abroad, as well as related testing means; the other one is to construct the testing and testing technology platform for the research and development of each links of the whole digital TV industry chain. There are four specific tasks:
1) Continuously pay attention to and actively take part in the research, regulation and implement work on related standards of digital television receiving equipment.
2) Expand the standard and measurement methods research as well as related equipment R&D to the whole digital TV system; and expand the technical means from the "power" to "electricity, light, machine" gradually.
3) For large scale production, research and development of online debugging and testing equipment, change the attention from staring at " what are qualified products" to "how to produce qualified products".
4) Intend to start from LCD display, selectively imitate/ develop the key online testing / debugging equipment (such as the screen display quality analyzer planned to develop) through digestion and absorption, and further independent innovation; break down a few points at the beginning, and then effort to connect them into a line, and wait for the opportunity to expand to a surface.
◆Construction of international open laboratory
Construct an international open laboratory for digital television to train domestic and foreign digital TV professional and technical personnel and system innovative compound talents, strengthen the international cooperation, promote the Chinese standard to go out, and participate in international market competition. The construction contents include:
○ Construction of demonstration teaching and cooperative research platform
1) Construct digital terrestrial television demonstration system and teaching experiment system as well as common testing instrument for foreign engineer training
2) Construct R & D working platform for cooperative R & D project with foreign research members
3) Carry out standard adaptability research as well as supporting implementation standards technology research
○ Organizing professional equipment and team for standards promotion in overseas
1) Learn from overseas standards promotion of Europe and the United States as well as our preliminary standard promotion experience in South America, and set up a special overseas promotion and application team;
2) Construct a special overseas promotion demonstration hardware platform, ensure the stability, reliability of standard testing, and ensure the test results meet the expected level of technology;
3) Learn from the previous overseas promotion experience, and prepare the relevant application plan of promotion;
4) Assign personnel to participate in the overseas promotion work that has been carried out, assist to complete the current work related on the signing of agreement as well as the subsequent work, and encourage qualified enterprises to actively participate in overseas standards promotion;
5) Establish front-end system simulation environment for all members of the National Engineering Laboratory and the domestic counterparts, and provide technical services such as the experiment, test, evaluation, etc.;
6) Establish performance test environment for domestic and overseas main digital television transmission standards,carry out comparison test,and promote China's digital TV transmission standard to go out towards the world.
◆ Construction of service platform for Intellectual property rights
Construct an service platform for independent intellectual property rights of digital television system, and strengthen domestic and foreign patent management, assessment, consultation and transfer services. The construction contents include:
1) Construct a patent database and retrieval system
2) Construct dynamic patent monitoring and disposal system
◆ Construction of strategic advisory service center
Concentrate resources to carry out major subject research in urgently need, provide the consulting on national and industry development technology and policy,promote overseas standard promotion, and upgrade industry technology development and engineering services of standard promotion and application. The strategy advisory service center serves for:
1) National standard new product technology research and industrialization
2) Research on China’s second generation DTTV transmission standard technology
