Platform construction

◆ Construction of four technological research platforms

1. Platform for technology research of digital TV transmission system.
○ To accomplish a platform instruction for researching universal terrestrial digital television standard and follow the development tendency of the latest international DTV standard.

Construction task is including:
1) Research on expansibility of DTMB standard.
2) Research on next generation Digital TV Standard.

 

○ To accomplish overall system design and system simulation for converging DTV SFN and MFN network ,cable broadcasting network and telecom communication network together, including R&D of hardware and software
Construction is including
1) Product’s R&D and system integration for single frequency network.
2) Two-way Interactive system for the operation of terrestrial digital television.
2. Platform for technology research of digital TV headend system.

 

○ To accomplish overall system design and system simulation for universal DTV exciters and high-linear high-efficiency transmitters, DVB smart multiplexers.
Construction is including
1) Develop universal DVB exciter to support multiple digital TV transmission standards
2) Develop high-efficiency digital TV transmitters
3) Develop adaptive non-linear correction technology
4) Develop DVB smart multiplexers and other DVB headend devices

 

○ To accomplish second generation two-way conditional access system and value-added service platform integrated with different DVB terminal manufacturers.
Construction is including

1) R&D of second generation Digital TV conditional access systems.
2) R&D of Digital TV value-added services platform.
3. Platform for technology research of digital TV terminal system.

 

○ To accomplish overall system design and system simulation for multi-level set-top boxes, all-in-one TV box and portable devices.
Construction is including:

1) R&D for set-top box’s hardware and software design and system simulation test.
2) R&D for All-in-One TV box’s hardware and software design and system simulation test.
3) R&D for portable/mobile TV terminal’s hardware and software design and system simulation test.
4) R&D for data broadcasting device’s hardware and software design and system simulation test.
5) R&D for DTV value-added product’s hardware and software design and system simulation test.
6) R&D for DTV DTV+IOT product’s hardware and software design and system simulation test.

 

○To accomplish overall system design and system simulation for DTMB channel decoding, multi-standard sources decoding, interface driver of video processing chipset.
Construction is including:
Accelerate industrialization of Digital TV products by 65nm technology and circuit algorithm(RTL), circuit structure design and circuit simulation.
 

2, Platform for technology research of digital TV system test.
There are two major construction tasks: one is to provide overall system test during the period of DTV system oversea promotion, the other is to build a comprehensive test platform for testing different parts of DTV system.
Construction is including
1) Continue to focus on standard formulation and implementation of digital television reception equipment.
2) Converge test procedure and product’s R&D to whole DTV system.
3) Focus on "what is a qualified product" and "how to produce a qualified product."

◆Construction of international opening laboratory.

This opening laboratory is for training professional technician and innovative talents to strengthen international cooperation, let Chinese DTV standard go to the world, enhance international compatibilities.
Construction is including:
○ Construction of international R&D and teaching platform.
1) Give a training to foreign engineers for terrestrial digital television broadcasting system.
2) Cooperate with foreign R&D team for oversea project.
3) Adaptation and feasibility study for digital TV standard.


○ Organize a professional team for DTMB standard oversea promotion.
1) Learn the promotion experiences from other international TV standards, build a specialized team for DTMB standard promotion.
2) Set up a stable and reliable DTV demonstration system in order to dedicate for DTMB standard oversea promotion.
3) Learn the experiences from previous overseas promotion, prepare the best promotion plan.
4) Appoint personnel to participate in the overseas promotion work that has already been deployed, assist to check and sign relevant contacts and agreements, to accomplish smoothly the schedule of project. Encourage any qualified enterprise to join promotion work.
5)Share DTV system simulation technology to anyone not only from laboratory but also the partners from same industry. Provide them technical support and technical evaluation.
6) Create an environment for testing the performance of domestic and international DTV standards, implement the comparison test and make improvement for Chinese national DTV standard.


◆ Construction of Intellectual Property Service Platform
National Engineering Laboratory For DTV (Beijing) is to build an independent intellectual property service platform for digital TV system to strengthen domestic and foreign patent management, evaluation and consulting services.
Construction is including:
1) Construction of patent database retrieval system.
2) Construction of dynamic monitoring and disposal system.


◆ Construction of strategic consulting service center.
National Engineering Laboratory For DTV (Beijing) concentrates to research state appointed projects, providing technical consulting for national policy development, promote DTMB standard in oversea market. Services of strategic consulting service center are including:
1) Research on industrialization of digital TV technology and products.
2) Research on second generation terrestrial digital television standard.
